The BMDV sets the legal basis

The legal basis is provided by the “Notice of Guidance for the Application of 5.4.0.2ADR/RID/ADN”.

“After consultation with the supreme transport authorities of the Länder, I am publishing below the guideline for the application of ADR/RID/ADN 5.4.0.2 in Germany. The transport document prescribed in accordance with 5.4.1 of ADR/RID/ADN may be produced and carried in electronic form if the requirements of the guide are met. This applies to carriage in Germany and to international carriage between Germany and RID Contracting States and/or ADR and/or ADN Contracting Parties applying this Guide. Information on application in other RID Contracting States is provided via the OTIF website and information on application in other ADR and ADN Contracting Parties is provided via the UNECE website. When using the electronic dangerous goods transport document, a data terminal in accordance with Annex A(4) of the Guide must be carried on board freight trains, vehicles and inland waterway vessels, on which the transport document is displayed in human-readable form. Electronic retrieval of the dangerous goods transport document by competent supervisory authorities and emergency services shall be implemented via a Trusted Partner 1 (TP 1) in accordance with the Guide.”

Previous situation – what changes

Whereas it was previously mandatory to carry a printer on board each vehicle for printing out the electronic transport document at any time, since 01.01.2016 it has been sufficient for the emergency and control forces to access the documents via a mobile data terminal available on board.

In addition, the legislation requires a transport document with the same content to be uploaded in PDF format to a stationary server (TP1 – Trusted Partner) via a web-based TP1 portal. GBK offers this solution via the GBK-EMTEL® emergency number in 365/24/7 access.
